Key Responsibilities:

  • Implement the Europe C&O strategy locally in alignment with the companies financial risk policies.
  • Monitor and ensure correct execution of these policies.
  • Manage business processes and drive improvements that create greater efficiency and control across the countries involved.
  • Monitor KPI?s and ensure delivery to agreed targets.
  • Provide portfolio and trend analysis with appropriate recommendations based on gathered statistical and management information on the overall portfolio.

Debby weakens, but Fla. still faces flooding risk

ST. GEORGE ISLAND, Fla. (AP) ? Debby posed a flooding and tornado threat as it headed toward the Atlantic on Wednesday, forecasters warned, even if it didn't pack the same punch.

The National Hurricane Center downgraded Debby from a tropical storm to a tropical depression Tuesday night as it slogged across northern Florida toward the Atlantic coast. Debby's maximum sustained winds early Wednesday were near 35 mph.

But forecasters said a combination of storm surge and tide could bring flooding to coastal areas that have already been drenched by the storm that sat virtually motionless in the Gulf of Mexico for several days.

There was already major flooding at Black Creek, as well as several other rivers in the Jacksonville region, National Weather Service meteorologist Angie Enyedi said. She said tornadoes could form to the east and the southeast of the storm.

The hurricane center said early Wednesday that Debby was 25 miles southeast of St. Augustine, Fla., and moving east-northeast at about 10 mph. The storm was expected to head out to sea later in the day.

But many in Debby's path were still recovering from flooding that damaged homes, washed out roads, opened up sinkholes and closed a section of Interstate 10 ? the state's main east-west highway.

Water was up to the roofs at some homes in low lying areas of Live Oak on Wednesday. Several feet of water remained around businesses in downtown near the courthouse and many roads were impassable.

"The water came in so fast last night," said Live Oak resident Jorge Torres. "We were lucky to get out what we could. My shed is underwater."

Vacationers were wearing ponchos instead of swimsuits at the peak of the summer season because of the tropical storm, which has drenched Florida for at least four days straight like a giant shower head set up over the state's Gulf Coast. Debby has dumped as much as 26 inches of rain in some spots.

Disney World wasn't as crowded as usual Tuesday, and one of its water parks closed because of the soggy, windy weather.

Along the Florida Panhandle, the parking lot at the 100-room Buccaneer Inn was empty because of a power outage ahead of the usually big pre-July Fourth weekend.

"We've had bad luck on this island," said the inn's vice president, JoAnn Shiver. "We've had Dennis. We've had Katrina. We had the oil spill."

In a state where the biggest attractions are the sand and the sun, Debby forced many to make other plans.

Douglas and Carolyn Green of Nashville, Tenn., were supposed to spend a week on St. George Island with three generations of family, but arrived to find the electricity was out and the bridge closed to non-residents for fear of looters. They spent Monday night in nearby Apalachicola, and then all nine relatives headed to Fort Walton Beach.

"We never saw the island," said Douglas Green. "We're moving on. Plan B, I guess you'd call it."

Debby finally blew ashore Tuesday afternoon near Steinhatchee in the Big Bend area, the crook of Florida's elbow. At that point, it had sustained winds near 40 mph ? barely a tropical storm ? hours before it was downgraded.

Several areas in northern Florida have received more than 10 inches of rain. Forecasters had said southeastern Georgia could expect the same, but that risk was reduced when the storm turned eastward Tuesday night. Wakulla, an area in northwestern Florida known for camping and canoeing, had gotten more than 26 inches as of Tuesday.

A woman was killed in a tornado spun off from the storm Sunday, and a man disappeared in the rough surf over the weekend in Alabama. The storm knocked out power to 250,000 homes and business starting last weekend, but electricity had been restored to all but about 15,000 Progress Energy customers by midday Tuesday. Debby has caused mostly scattered flooding and opened up sinkholes, but forecasters warned it could get worse.

"Even though the winds are coming down, the rain threat continues," said James Franklin at the hurricane center. "We expect another 4 to 8 inches, in some of these areas up in north Florida, in particular."

President Barack Obama called Florida Gov. Rick Scott and promised the state will have "no unmet needs" as it deals with the flooding, White House spokesman Jay Carney said.

In New Port Richey, a suburb about 30 miles north of Tampa, most of the 170-plus elevated homes at the Suncoast Gateway park for retirees had water underneath them. Several dozen homeowners decided to stay, despite having no electricity or tap water.

Some of those who left returned by kayak to collect their belongings.

Portions of Interstate 10 in Lake City, Fla., remained closed early Wednesday due to flooding. The Florida Highway Patrol said two sections of the interstate were still under water. Both sections were near the area where the highway intersects with Interstate 75.

Meanwhile, authorities reopened the Sunshine Skyway Bridge near St. Petersburg early Wednesday, more than two days after it was closed due to high winds.

In Apalachicola, the hugely popular Boss Oyster restaurant was closed for the third day in a row Tuesday after the rain overwhelmed the sewers and knocked out drinking water.

"We've taken a hit," said manager Matthew Bouzemann, adding that normally up to 800 customers a day would be coming in for the oysters.

In the Panama City Beach area, there was no exodus of tourists, said Jennifer Jenkins, executive director for the Gulf County tourism council. But it wasn't business as usual.

"I think most people went to the grocery store, maybe bought some board games and just decided to hang out till it's over," she said.

Understanding crowd dynamics can prevent disaster at cultural or sports events

Physicists investigating a recent crowd disaster in Germany found that one of the key causes was that at some point the crowd dynamics turned turbulent, akin to behaviour found in unstable fluid flows. The study, led by Dirk Helbing from the Risk Center at the Swiss Federal Institute of Technology ETH Zurich, Switzerland, is published in EPJ Data Science.

Never before have crowd disasters been studied by relying on a qualitative analysis of large public data sets. These include media and public authority reports, YouTube videos, Google Earth maps, 360? photographs, and other Internet sources. Based on this approach, the authors shed some new light on the crowd disaster that occurred at the Love Parade in Duisburg, Germany, in July 2010, leaving 21 dead and over 500 injuried.

The study focuses on the dynamics occurring when the density of people becomes very high. Physical interactions then inadvertently transfer forces from one body to another, similar to the pressure in dense granular materials. Under such conditions, Helbing and his colleague found that forces in the crowd add up and vary greatly. This makes it hard to avoid a domino effect when people fall. The forces are so high they can become life-threatening. They cannot be controlled by external police efforts. A collective dynamic called 'crowd turbulence' is created.

Contrary to previous thinking, crowd disasters are not always due to crowds becoming uncontrollable because individuals panic. Instead, the authors conclude that amplifying feedback and cascading effects lead to instability in the crowd. This results in a failure of crowd management and control attempts.

The authors also introduce a new scale to assess the criticality of conditions in the crowd designed to help implement preventative measures before the crowd reaches a critical state.

Nothing says good eatin' like a plague-themed cafe!

Or at least that's what the makers of the famed Resident Evil video games believe. Capcom, the company behind the video?game franchise (which is?known as "Biohazard" rather than "Resident Evil" in Japan), is opening its first Biohazard Cafe & Grill in Tokyo this July.

If you haven't played the Resident Evil/Biohazard games (or, say, seen the movies featuring?Milla Jovovich), they are horror games that center around the spread of a virus that turns people into zombies. Feeling hungry yet?

The Biohazard Cafe, which opens July 13 in Tokyo's Shibuya neighborhood, will feature dance performances (yes, dance performances)?and will only serve dishes for one year.?Check out the official?website here.

I checked in with?Capcom's U.S. office?and they?confirm the cafe is for real?(despite the misspelling at the top of the?web page.) They say the official translation is as follows:

Creative individuals travelled to the south Swedish inland 9,000 years ago

ScienceDaily (June 25, 2012) ? Despite its good ecologic status, there were no permanent settlements in the south Swedish inland 9,000 years ago. Yet the area was visited by people who wanted to express their individuality and creativity and thereby gain status. This is found in a new doctoral thesis from the University of Gothenburg.

Carl Persson's doctoral thesis in Archaeology is based on archaeological material discovered in connection with the construction of the E4 highway by Markaryd, Sweden. The finds consisted of a few very small pieces of flint that had been left behind in connection with visits to what used to be a small island in the outlet of a long-gone lake. The wear marks on the flint fragments reveal that they were used to carve meat, bone, wood and horn. The wear marks combined with computer-aided analyses of the phosphate levels in the ground and the distribution of the finds has yielded a detailed account of people's visits to the site some 9,000 years ago.

'It is generally believed that conclusions about Stone Age life require large amounts of archaeological finds, but the results in my thesis contradict that notion,' says Persson.

To put the site in a larger context, Persson reconstructed the Mesolithic landscape through computer-aided analyses. It turns out that the landscape has changed dramatically -- 9,000 years ago the now brown lakes were clear and full of nutrients and had a high pH level. The average temperature was much higher than today and the dense forests were full of lush broad-leaved trees.

'Yet despite the good ecologic conditions, the area didn't attract many people in the first millennia after the Ice Age. Analyses show that the inland probably wasn't permanently inhabited during the Mesolithic period (10,000-4,000 BC), but that people did come to visit,' says Persson.

Traces from the inland visits are almost always found near waterways and lakes, and analyses of the finds indicate that different groups have travelled to the inland with different ambitions. The visits are probably due to the fact that people moved across very large areas 9,000 years ago. The extensive travel had to do with the extremely low population density -- in order to meet other people you had to travel far and have broad social networks.

'In a society characterised by a quest for equality, knowledge about foreign locations and other people was a way for people to distinguish themselves and gain status. Against this background, the trips to the inland 9,000 years ago can be seen as a natural consequence of people's creativity and desire to express a sense of individuality,' says Persson.

If you are a Marvel fan, then The Avengers will feel like Christmas. Thanks to the merry doings of the director, Joss Whedon, all your favorite characters are here, as shiny and as tempting as presents under the tree.

Ultimately, it all comes back to Whedon: His clear vision for each character and how they might be profitably intermingled; his unexpected knack for action choreography; his funny, tender, immaculately constructed script.

A spectacle in the grandest sense of the word ...

Whedon, a pop-genre magician best known for Buffy the Vampire Slayer, is a master of viewer manipulation - because he never gives up his own seat in the crowd.

The performances are so well-pitched in The Avengers, meshing with such vividness and ease, that it's tempting to overpraise the good but not great movie that surrounds them.

Wonderful blink and you'll miss them comic beats in the middle of the finale's mayhem. And what glorious mayhem!

The overlong, stale experience barely raises a fast pulse, as the movie quickly stumbles into a standard film structure and doesn't even try to break free.

... The movie isn't so much a work of storytelling as it is a marathon of wish-fulfillment moments for comic book enthusiasts -- punches peppered with punchlines.

The culmination of four distinct franchises is an exciting and entertaining product.

It's the humor that's The Avengers' strength.

Whedon's clear fanboy glee is irresistibly contagious to the audience, whether the heroes and villains go at it with fisticuffs or sharp, witty dialogue.

Comic-book movie delivers the goods

By the time the utterly routine (and decidedly endless) finale rolls around, Marvel's The Avengers has unquestionably squandered the potential of its premise and its cast...

Delivers big time with everything longtime fans and newcomers alike could possibly want in a summer blockbuster that definitely surpasses the hype.

This too-long adventure is a sensory overload --- complete with loud, protracted battle scenes and hunky super heroes who provide the necessary eye candy. It's also very funny, and highly entertaining.

There is much humor laced throughout the film, giving it an air of not taking itself too seriously -- which is as it should be in a film of this genre.

The Avengers lives up to every last ounce of hype.

It's a blockbuster that manages to please with intelligence and fun. Whedon makes it look easy.

It's all very smoothly done but comes without a hint of surprise or revelation.

The Main Event is pretty much what you'd expect ? noisy, overlong, wall-to-wall CG effects and arcane superhero lore ... Yes, it's all fairly formulaic, but on a Wow! scale never before experienced.

If you only see one movie this year over and over again, it'll probably be this one.

I have a feeling that this will be a comfort film for myself and many other film geeks for years to come, just like the Indiana Jones or Star Wars movies.

Whedon delivers a thoroughly entertaining compilation of the best of these heroes while never hiding either his giddy love for the characters or the wry wit that has formed the bedrock of his career.

SmartMoney to close print edition, boost online

(AP) ? After three-straight quarters of steep advertising declines, SmartMoney's print magazine is ceasing publication and switching to an all-digital format aimed at online users.

Dow Jones & Co., a unit of News Corp., said 25 positions at SmartMoney will be eliminated. It will increase SmartMoney.com's staff from nine to 15 editorial employees.

Dow Jones Editor-in-Chief Robert Thomson said the move will address "the need for rapid delivery of personal finance intelligence" at a time of volatile financial markets.

The publication found that readers were increasingly going to the Web for up-to-date information and analysis. SmartMoney content will be melded more closely with MarketWatch.com, another Dow Jones property that is available for free online.

Dow Jones sells ads across several websites that it calls The Wall Street Journal Digital Network. The network includes sites for The Wall Street Journal, Barron's magazine and AllThingsD. Both The Wall Street Journal and Barron's require paid subscriptions for full online access.

Circulation at SmartMoney held relatively steady over the years ? at 815,154 per issue in the last six months of 2011 compared to 815,951 in the same period in 2006, according to the Audit Bureau of Circulations. But ad revenue was dropping quickly. It was down 19.3 percent from the previous year in the quarter through March at $6.9 million, following a 22.3 percent drop in the quarter through December and an 11.7 percent drop in the quarter before that, according to the Publishers Information Bureau.

Meanwhile, ad revenue for U.S. magazines overall fell at a slower rate of 8.2 percent in the quarter through March.

Print publications have been losing revenue and readers as more content and advertising moves online. Some publishers have chosen to cut costs by slashing their print runs. This month, Advance Publications moved to lay off about 600 employees at newspapers in Alabama and Louisiana, including The Times-Picayune in New Orleans, as it prepars to cut the print run from daily to three days a week in the fall.

Rick Edmonds, a media business analyst at The Poynter Institute, a prominent journalism school, said the change didn't convince him that the publication had a bright future because online ads typically generate less revenue than print ads.

"I can see the savings, but if their print advertising is still at a higher rate, the question is, 'Where is the money coming from?'"

Merging SmartMoney with MarketWatch may provide some protective cover. SmartMoney had just 2.5 million monthly visitors, but MarketWatch's online audience has grown 50 percent over the last 12 months to 17 million, Dow Jones said.

The Wall Street Journal's chief revenue officer, Michael Rooney, said in a statement that SmartMoney's content and innovative online tools "will be a needle-moving addition to MarketWatch's already strong portfolio of content."

SmartMoney's last print issue, the September edition, will hit newsstands on Aug. 14.

SmartMoney was launched jointly between Dow Jones and Hearst Corporation in 1992. Dow Jones acquired Hearst's 50 percent interest in 2010.

Dow Jones said laid-off employees will be able to re-apply for SmartMoney.com jobs and elsewhere in the company.

Sandusky trial: Deliberations begin after impassioned defense

BELLEFONTE, Pa. ? For 72 minutes Thursday morning, defense attorney Joe Amendola paced in front of the jurors' box and accomplished what many thought impossible: make an impassioned and purposeful case that Jerry Sandusky was innocent of child abuse charges.

He directly attacked some of the state's strongest evidence against his client, including Sandusky's stumbling interview with NBC. He painted the picture of overaggressive cops, social workers and even a newspaper hell-bent on getting the former Penn State defensive coordinator.

And he consistently challenged jurors to consider the totality of the circumstances, that no one ever alleged anything against Sandusky until he was in his mid 50s, that the police didn't arrest him on numerous previous accusations and that Sandusky couldn't have had the time to commit all these crimes. He concluded that this was the work of a vast conspiracy driven by money from potential civil suits.

"Folks, do we have to get hit in the head with a brick to figure this out?" Amendola said before pointing at Sandusky seated at the defense table. "This man's life is at stake."

Amendola maximized what was the limited amount of material the defense had to work with. If Sandusky beats the long odds of earning an acquittal or even if the jury comes back hung, then it's because of this closing argument, far and away the defense's best moment of the nearly two-week trial.

Of course, nothing may be enough to save Sandusky from 48 counts related to sexually abusing 10 boys over a 15-year period (four counts were dropped from the original 52). During the trial, the state presented waves of emotionally powerful testimony, devastated witnesses and Sandusky's own bizarre behavior.

Deputy attorney general Joseph E. McGettigan III followed Amendola with his own summation, which was halting and not nearly as strong but mocked the vast conspiracy theory that would require compliance from hundreds of participants over decades.

"It's not about conspiracies, it's not about time-travel conspiracies, it's not about people making financial fortunes," McGettigan said. "? It collapses under itself.

"? This is about what happened to those boys," he said as he pointed at the boyhood pictures of eight of the alleged victims.

The jury received the case at 1:12 p.m. ET and will be sequestered during deliberations. Sandusky, who has maintained his innocence, faces as many as 400 years in prison.

The case against him is strong, with McGettigan using Amendola's own words from his opening statement by reminding the jury that it was the defense that stated, "The Commonwealth has overwhelming evidence against Mr. Sandusky."

No matter the outcome, no matter which way you fell on Sandusky's guilt, what Amendola pulled off was some tremendous lawyering. He's been oft-criticized for his tactics since the Sandusky scandal went national in November, but he delivered on his reputation as a fine attorney Thursday morning in a warm, crowded courtroom.

His strongest arguments were pointing out that Sandusky was never accused of anything until the mid-1990s.

"So out of the blue, when he is in his mid 50s, he decides to be a pedophile," he said. "Does that make sense?"

He tried to destroy the testimony of former Penn State assistant Mike McQueary, who alleges he walked in on Sandusky engaging in anal sex with a boy in a locker room shower. He noted that McQueary didn't stop this crime and didn't call the cops. McQueary did tell five men, including his father, Penn State head football coach Joe Paterno and university officials, and none of them believed it was worth arresting Sandusky at the time.

Joe Amendola (REUTERS)That, Amendola said, suggests McQueary didn't see what he now says he saw because there's no way they wouldn't have reported it.

"You all have common sense," he said. "Does that make sense?"

He later asked why the police didn't arrest Sandusky in 2008, when Victim No. 1 came forward with considerable accusations.

"They could have arrested him in 2008 if they thought he was such a monster," Amendola argued. "Jerry's a monster. If he's such a monster, why didn't they arrest him in 2008?"

He harped on police who coached alleged victims and said the boys are financially motivated to accuse Sandusky. Amendola even tried to blame the conspiracy for besmirching the reputation of Penn State, the fallout of which included firings of good men and even "a dead coach," a reference to the iconic Paterno.

Later, McGettigan scolded Amendola for pulling Penn State into this case.

In his best and most dramatic moment, McGettigan closed his presentation by walking directly behind the seated Sandusky and telling the jury that while they can't erase the horrible acts committed on the children, they can help make things right.

"What you can do, should do, must do is come out and say the defendant, that he molested, abused and hurt these children," McGettigan said. "You can't give back those souls, those pieces of the souls he took.

"You can acknowledge it and give him the justice he deserves, find him guilty of everything."

In a case where the defendant has acknowledged that he regularly laid in bed with boys and hugged, wrestled and tickled boys in the shower, there wasn't much room for the defense to work with.

Amendola's argument, at the very least, could play well to any juror that may distrust authorities or see Sandusky as a railroaded former local hero.

Considering many thought Sandusky stood little chance, Amendola at least gave him hope.

McGettigan didn't let up, though. He went, again, through the brutal details of Sandusky molesting the boys, pounding home each act and playing on the state's great advantage: the alleged victims' testimonies. It's one thing to allege a giant conspiracy, it's another to cause jurors to forget about the often-powerful personal testimony of anguished accusers and witnesses.

He defended McQueary, the police investigators, the children's youth services staffers and the host of others who testified against Sandusky. He asked that if nothing happened in the shower the night McQueary walked in, why didn't Sandusky bring forward the boy today to say it was an innocent event? Today he's a grown man who has not been identified and did not testify.

Jerry Sandusky's wife Dottie arrives at the courthouse. (AP)McGettigan also took time to rebut a number of Amendola's assertions that weren't factually correct. He lacked the flair of the defense attorney, but he had a mountain of evidence and facts on his side.

The prosecution also brought in three of the alleged victims and their families to sit in the first two rows of the gallery, near the jury. The alleged victims spent McGettigan's 64-minute long closing argument looking directly at jurors.

On the other side of the court, Dottie Sandusky sat with four of her and Jerry's adopted children ? three sons and a daughter. One of their children, Matt, who was on the witness list but did not testify, was not present.

Judge John Cleland gave jurors detailed jury instructions and then reminded them that "you must decide those charges on the evidence."

After they shuffled out to Courtroom No. 2 to get to work, Amendola expressed that he was "tired."

"We faced such an uphill battle, it was like climbing Mt. Everest from the foot of the hill," he said. "We just tried to get to an even playing field."

Just a few feet away, Sandusky stood with his hands in his pockets. He visited with family as his wife gently rubbed his back and arm. His fate would be determined just down the hall.

Nano-infused paint can detect strain

ScienceDaily (June 21, 2012) ? A new type of paint made with carbon nanotubes at Rice University can help detect strain in buildings, bridges and airplanes.

The Rice scientists call their mixture "strain paint" and are hopeful it can help detect deformations in structures like airplane wings. Their study, published online this month by the American Chemical Society journal Nano Letters details a composite coating they invented that could be read by a handheld infrared spectrometer.

This method could tell where a material is showing signs of deformation well before the effects become visible to the naked eye, and without touching the structure. The researchers said this provides a big advantage over conventional strain gauges, which must be physically connected to their read-out devices. In addition, the nanotube-based system could measure strain at any location and along any direction.

Rice chemistry professor Bruce Weisman led the discovery and interpretation of near-infrared fluorescence from semiconducting carbon nanotubes in 2002, and he has since developed and used novel optical instrumentation to explore nanotubes' physical and chemical properties.

Satish Nagarajaiah, a Rice professor of civil and environmental engineering and of mechanical engineering and materials science, and his collaborators led the 2004 development of strain sensing for structural integrity monitoring at the macro level using the electrical properties of carbon nanofilms -- dense networks/ensembles of nanotubes. Since then he has continued to investigate novel strain sensing methods using various nanomaterials.

But it was a stroke of luck that Weisman and Nagarajaiah attended the same NASA workshop in 2010. There, Weisman gave a talk on nanotube fluorescence. As a flight of fancy, he said, he included an illustration of a hypothetical system that would use lasers to reveal strains in the nano-coated wing of a space shuttle.

"I went up to him afterward and said, 'Bruce, do you know we can actually try to see if this works?'" recalled Nagarajaiah.

Nanotube fluorescence shows large, predictable wavelength shifts when the tubes are deformed by tension or compression. The paint -- and therefore each nanotube, about 50,000 times thinner than a human hair -- would suffer the same strain as the surface it's painted on and give a clear picture of what's happening underneath.

"For an airplane, technicians typically apply conventional strain gauges at specific locations on the wing and subject it to force vibration testing to see how it behaves," Nagarajaiah said. "They can only do this on the ground and can only measure part of a wing in specific directions and locations where the strain gauges are wired. But with our non-contact technique, they could aim the laser at any point on the wing and get a strain map along any direction."

He said strain paint could be designed with multifunctional properties for specific applications. "It can also have other benefits," Nagarajaiah said. "It can be a protective film that impedes corrosion or could enhance the strength of the underlying material."

Weisman said the project will require further development of the coating before such a product can go to market. "We'll need to optimize details of its composition and preparation, and find the best way to apply it to the surfaces that will be monitored," he said. "These fabrication/engineering issues should be addressed to ensure proper performance, even before we start working on portable read-out instruments."

"There are also subtleties about how interactions among the nanotubes, the polymeric host and the substrate affect the reproducibility and long-term stability of the spectral shifts. For real-world measurements, these are important considerations," Weisman said.

But none of those problems seem insurmountable, he said, and construction of a handheld optical strain reader should be relatively straightforward. "There are already quite compact infrared spectrometers that could be battery-operated," Weisman said. "Miniature lasers and optics are also readily available. So it wouldn't require the invention of new technologies, just combining components that already exist.

"I'm confident that if there were a market, the readout equipment could be miniaturized and packaged. It's not science fiction."

Lead author of the paper is Paul Withey, an associate professor of physics at the University of Houston-Clear Lake, who spent a sabbatical in Weisman's lab at Rice studying the fluorescence of nanotubes in polymers. Co-authors are Rice civil engineering graduate student Venkata Srivishnu Vemuru in Nagarajaiah's group and Sergei Bachilo, a research scientist in Weisman's group.
